In order to strengthen urban lighting management, ensure urban production and living safety, improve urban lighting environment, and promote energy conservation, on January 9, the Tianjin Municipal Government issued the “Tianjin Urban Lighting Management Regulations”, which will take effect on March 1, 2019.
Urban lighting
It refers to functional lighting and landscape lighting of urban roads, tunnels, plazas, parks, public green spaces, rivers, places of interest, and other buildings and structures.
Energy conservation and environmental protection: Encourage and support urban lighting science and technology research, adopt and promote energy-saving and environmentally-friendly urban lighting new technologies, new processes, new materials, new light sources, carry out green lighting activities, and improve the scientific and technological content and cultural taste of urban lighting.
Setting requirements: It should meet the planning requirements, relevant technical specifications and standards; meet the requirements of light pollution control, and coordinate with the surrounding environment; must not affect the public safety or the structural safety of the buildings and structures to which it depends; the lighting shape and lighting effects must not be related to road traffic. Special-purpose signal lights such as airports and railways are the same or similar.
Functional lighting
It refers to the illumination for the purpose of protecting people’s travel and outdoor activities through artificial light.
Setting area: Public places where there may be safety hazards in urban roads, bridges, tunnels, residential areas, stations, plazas, parks, public green spaces, public parking lots, and other non-functional lighting.
Maintenance operation: It should meet the relevant standard specifications, the facility integrity rate is over 95%, the main road lighting rate is over 98%, and the secondary road and branch road lighting rate is over 96%.
Landscape Lighting
It refers to the illumination for the purpose of decoration and landscaping by artificial light outdoors.
Setting area: buildings and structures on both sides of key roads; main landscape river courses and buildings and structures on both sides; airports, ports, terminals, stations, commercial streets (districts), bridges, TV towers, stadiums (cabinies), parks, public green spaces , squares, tourist attractions and other large public places; key cultural relics protection units and historical buildings; outdoor advertising facilities.
Maintenance operation: It should be opened and closed according to the time specified by the municipal administrative department of city administration. In case of major activities or special circumstances requiring the opening and closing of landscape lighting facilities, it shall be carried out in accordance with the time specified by the municipal administrative department of city administration.
